Greenhouse Farming Grants and Supports

Greenhouse farming grants and supports play an important role in increasing agricultural production, supporting employment, and contributing to the national economy. While these supports facilitate farmers' access to modern greenhouse technologies, they contribute to food security by increasing efficiency in agricultural production. Factors such as climate change and an increasing population have highlighted the need to increase efficiency in agricultural production. In this context, greenhouse farming has become one of the indispensable elements of modern agriculture.

Greenhouse farming stands out by offering the flexibility to produce continuously throughout the year, independent of seasonal conditions. However, establishing and operating greenhouse enterprises is quite costly. At this point, state supports and grant programs come into play. Grants and supports offered by various institutions to encourage greenhouse farming activities in Turkey provide significant advantages to investors. Greenhouse farming grants and supports are generally offered at different stages of the investment. Supports are available in various areas such as financing the investment, providing technological equipment, and improving infrastructure. Intense incentives are offered especially for the establishment of new and modern greenhouse facilities, strengthening the technological infrastructure, and increasing efficiency. There are usually specific criteria and application processes to benefit from these supports.

Turkey's Current Status in Greenhouse and Protected Cultivation

Greenhouse farming, which was limited to commercial purposes from the Ottoman Empire until the first years of the Republic, gained significant momentum especially with the use of plastic covering materials in the 1970s. During this period, greenhouse activities rapidly expanded and grew, particularly in the Mediterranean and Marmara regions. In recent years, the greenhouse sector in Turkey has shown great development. In 2020, a total of 31,200,000 tons of vegetables were produced in our country, 7.8 million tons of which were carried out under protection. Turkey's protected cultivation presence has reached an area of 805,159 decares, ranking among the top four countries worldwide. In the last ten years, the average size of protected cultivation enterprises has increased from approximately 2 decares to 4 decares.

Especially in recent years, with the supports provided by the Ministry of Agriculture and Forestry and related institutions, the number of protected cultivation enterprises producing with modern techniques is rapidly increasing. The value of protected herbal production in our country is approximately 10 billion TL. In protected vegetable production, Antalya ranks first with a share of 48%. This province is followed by Mersin, Adana, and Muğla, respectively. The protected production in these four provinces constitutes 86% of the production across the country.

Turkey ranks first in Europe and seventh in the world in terms of geothermal energy resources. The presence of greenhouses heated with geothermal energy is approximately 4,345 decares. In addition to vegetable, fruit, and ornamental plant production in protected cultivation, the modern greenhouse presence is around 13 thousand decares, and export-oriented production is carried out in these greenhouses using the soilless agriculture method.

What Are the Supports Given to Greenhouse and Protected Cultivation?

Supports in the field of greenhouse and protected cultivation are provided in various ways at the investment and operating stages. Here are the details of these supports:

A- Supports Provided at the Investment Stage:

  1. Interest-Reduced Loans: Investment and operating loans offer low-interest loan opportunities specifically for controlled protected agriculture and traditional herbal production. Interest reductions between 50% and 100% can be applied for new modern greenhouse facilities or the improvement of the technical infrastructure of existing greenhouse enterprises.

  2. Rural Development Investment Support Program: Within the scope of economic investments, 50% grant support is provided to greenhouse projects using alternative energy sources.

  3. Allocation of Pasture Lands to Geothermal Heated Technological Greenhouses: Support is provided for the allocation of pasture lands for technological greenhouse investments by utilizing geothermal resources.

  4. Treasury Lands Usage Permit: Usage permits or easement rights can be established on treasury-owned immovables for investors who meet certain conditions for technological and geothermal greenhouse investments. 

  5. Regional Investment Incentives: With supports that vary according to investment incentive regions, greenhouse investments can benefit from advantages such as tax exemption, customs duty exemption, and tax reduction.

B- Supports Provided at the Operating Stage:

  1. Supports Provided to Producers Registered in the Protected Cultivation Registration System: Producers registered in the protected cultivation registration system can benefit from TARSİM, Bumblebee, and biological and biotechnological control supports.

  2. Diesel and Fertilizer Support: Diesel and fertilizer support is provided to enterprises engaged in protected cultivation.

  3. Protected Cultivation Good Agriculture Support: Individual and group certification supports are provided to enterprises engaged in protected cultivation to support good agricultural practices.

  4. Other Supports: Various supports such as small family enterprise support, TARSİM (greenhouse insurance) support, protected cultivation bumblebee support, and biological and biotechnological control supports are also offered to protected cultivation enterprises.

When is the 2024 Greenhouse Grant Support Application?

The Presidential Decision (Decision No: 2800) on Supporting Agriculture-Based Economic Investments and Rural Economic Infrastructure Investments within the framework of Rural Development Supports was published in the Official Gazette on July 28, 2020, and entered into force. The Communiqué on Supporting Agriculture-Based Investments within the Scope of Rural Development Supports (Communiqué No: 2023/51), prepared based on this decision, was published in the Official Gazette dated December 29, 2023.

In this framework, the Implementation Guide for Agriculture-Based Investments within the Scope of Rural Development Supports for the 2023-2024 Application Period has been created and put into practice. Applications started on January 3, 2024, and ended on February 19, 2024. Applications were made at www.tarimorman.gov.tr. However, it should be noted that the application period has passed. 

Ziraat Bank Crop Production Loans

The decree on Treasury-supported low-interest agricultural loans, which came into force as of January 1, 2024, includes significant changes in the credit limits and criteria to be utilized in the agricultural field by Ziraat Bank and Agricultural Credit Cooperatives in 2024, 2025, and 2026. With the Presidency's "Decision Regarding the Extension of Treasury Interest-Supported Investment and Operating Loans for Agricultural Production by T.C. Ziraat Bankası A.Ş. and Agricultural Credit Cooperatives" published in the December 30, 2023 issue of the Official Gazette, credit limits have been increased and criteria for those using loans have been changed. This decision entered into force on January 1, 2024, and will be implemented until December 31, 2026.
